If you want it to be scrolling, then you need to use sprites, not a background. There are a lot of Scratchers who can tell you how to do scrolling, but the Wiki is a great place to find info, too. 
(man, I HATE waiting for this 180 second rule

PaperMario, it'll get better. 
You'll start hating the 60 second rule that's for us scratchers.
And goutpa, like PaperMario said, you would have to do scrolling.
