You can add pictures into a program; just use the import button in the costumes/backgrounds tab.

I think that can be done in BYOB and Panther (modified versions of Scratch) but you can't in normal Scratch. You could do what scimonster said to import it as a sprite, and then getting it to show using broadcasts though
