In the Scratch application, all the sounds play at the wrong time, unlike online. The sounds are played if they it need to play for every 0.2 seconds. It is pretty annoying when you are playing an action packed game.

So this problem you are seeing is only in the Scratch development environment? Is it also present when you run in Production mode? If I understand you, you are saying that sounds have a lag associated with starting them. I'm not clear what you are saying about the 0.2 seconds...is that your estimate of the lag amount?
