Would it be okay with the Scratch Team if I compiled one of my Scratch projects into a .app with BYOB and then put it on the App Store— most likely for free?

You can do whatever you like with your project as long as you haven't uploaded it to the scratch website. You can even sell your projects!

If you make an app based on a project up loaded to scratch website you must release the source code upon request and can't sell it. You and anyone else can do whatever they want with your project (Except sell it) when it is uploaded to the scratch website and the CC licence cannot be changed.

Well, if you already have the mac developer account, then no. But you need to pay to get the account, so yes. But I'm pretty sure he's aware of that.
