Can't detect colors

I have a solid circle, no holes or nothing in it. I have a black outline, and a dark blue, almost navy, background. When I got to fill the circle, it fills the entire screen because the colors are both dark (blue isn't black). This is in the actual program itself

Yes, some colors are so close they respond together as if 1. I went through that problem on the silversphere map because all the colors are extremely similiar.
