I hasn't an idea.
It doesn't look strictly illegal, but rather immoral. I feel like making/raising money for some cause doesn't belong here.

Neither illegal or immoral. I'm providing a Minecraft server right now and I'd like to upgrade it. Upgrading costs money, and I'm not forcing anyone to pay for it, just asking those who feel they'd like to support me to support me.

if people provide a worthy service, then why not? It would encourage charity and good will in youung people. I'm interested to see what the scratch team think about this.

I wouldn't do that if I were you. And besides, this is a website where you post Scratch projects, not PayPal donate buttons.

I'd suggest e-mailing the Scratch team to first explain what the Paypal button is going to be used for before posting any Paypal links first. Posting links with some kind of monetary idea behind them are discouraged around here with few exceptions.
