So i've heard a lot that the Scratch 2.0 program is online so that the projects play as they were programmed before and after they were shared, and there is a downloadable version.
I have to get the downloadable version due to slow internet, so when I upload a project, it would be different then when it was offline?

I don't think so. There are ways of turning a Flash file into a standalone app, which I assume would run the same as the online builder.
