Most of the Newb Scratchers post topics like people know them... Oh well.

This is personal bias, back then 'you' were the spammers but you just didn't know it. Now that you're not part of the main group of 'spammers', you feel that things have changed but in reality Miscellaneous has been like this since Day 1 and I think it should've been shut down a long time ago or at least have its own rules enforced

No. You act like Scratchers are some wild beasts that can't be tamed. It's a programming forum anyways, they shouldn't expect to find fun here. They won't spill out into the other forums if you shut Miscellaneous down.
