The recaptcha is just for accounts. If we didn't have the 60sr, people like you or me could spam with normal accounts instead of making spam bots.

Also, instead of the 60 second rule, when your post is under 60 seconds you have to enter a basic (two letter maybe) recaptcha (a bit like 000webhost login has)

The Scratch Team is finding that Captcha is a bit of a struggle with users, so while it's an interesting idea, they're not jumping for it as a solution against spam bots.
Currently, they're looking into alternative ways that would distinguish whether or not it's a human or a bot trying to sign up for the site (yes, there are other ways besides Captcha ). If I'm not mistaken, they're trying to see if they can work on a code right now that aims towards that goal.

What they need is a system good enough to throw off bots made to read text, but not so tight that actual humans have trouble with it. It can be tough to find that balance.
Here's an idea: What if it displayed a random easy question and a text box, like (for example) "What letter comes after E?" I'm sure that would stop all spambots in their tracks, because none of them are built to answer that.
