The only way to stop spam is to have users download software. It works in a way that Windows works to recognize the same computer so people can easily reinstall windows without all hassel of trying to convince MS that it's the same computer. Basicly hardware and software is combined to give a score of how simular the computer is to another. If the score doesn't change very much then it is the same computer. I've already designed a web browser which has this feature and logon forms just need to put a tag in their html and the web browser will self fill the tag and identify the user. The tag can be sent to a centralized database or use their own. The database contains lists of tags which are sociated with spam, troll ect. and the owner of the website can choose to let in convicted criminals or not and setup certain restrictions.
Website owners can report spammers and trolls to the database. A propriate action will then be taken.
I would develop this futher but I need a massive server that fast and capable of storing loads of data. Any free supercomputers around with 100+ internet connections? Seriouly it got to be able to handle 1 billion server computers.
There is a way to cheat the system but it would be very expensive and any profits made from spamming would not outway the cost to keep spamming.

Look, they write scripts for spambots, have them sign up for random websites using the scripts, and try to make people go on the site so that the people who made them can get money.
That is why most websites have the images that you have to type, because spambots can't read images.

People spam the Scratch website because it is a .EDU website. You see, Google indexes certain websites like .EDU and .GOV faster than others. Spammers try to take advantage of this so they post their ads up on .EDU and .GOV websites in hopes that Google will index their ad and they [the ads] become more noticed.
