i had an idea, every time you refresh the page, three random projects with over 30 scripts that are under a week old would be put at the top of the front page.

People would just put blank scripts in their projects.
How about, simply, random projects that:
less than 1 month old
less than 100 views
more than 5 love-its
5 love-its would guarantee some degree of quality, but less than 100 views would make sure that mega-popular projects don't show up.

more than 20% love-it rate
I believe each computer can only count a view once, so this filters out temporary test projects and mega-popular ones. And if more than 80% of people are turning up their noses, it's probably not good enough to be advertised.

Yes, but leave off the more than 5 views. Just from seeing a projects name and screenshot, it's hard to tell whether or not it's good.
Also, maybe, 15% of people that see it love it (not 20). Some people never use love it.
