In theory, this would work:
But it doesn't because there are no portals.
How could this be made to work? 
Have an intelligible discussion on infinite energy. 
A solar panel powering a lightbulb, which powers a solar panel, doesn't work because only some of the energy is converted into light, and so every time it goes "around" (problem?), energy is lost.

It looks like it would at first, but you'd have to move the top portal over to the right a bit because the water would miss the wheel.

No, because eventually the effects of nature on the wheel would degrade it to be irrepairable. But It would work for quite a while!

im not sure that would work... and you might need more than one peice of coal. I see where you are going. we just need a machine that outputs more than has to be inputed
