Check that your username and password are correct. If they are, it might be over the data limit. but I think it might tell you directly about that. So I really don't know.

2. You may have entered your username or password incorrectly.
3. Make sure you have not uploaded a project already with the same exact name.

Make sure that your firewall or antivirus isn't blocking Scratch.
