Why did Apple remove the Scratch project viewer app? I couldn't find the reason when I was reading through the articles. It really annoys me that people put alot of work into making an free and educational app so that learning could be brought to a new level. I have really began to dislike Apple now. Also, I would like to know what was the app made/programmed with?

They said it violated their policy against apps that interpret code.

This probably belongs in All About Scratch.
And WindowsExplorer, I think that basically means that an app isn't allowed to read code that isn't the app itself, if that makes any sense.

So, it's not allowed read code content from another app, in this case, the flash/java project player and squeak?

Well, Apple Inc. has changed their terms of service and now apps CAN read code, but the apps CANNOT download external software I think (Scratch projects to play).
If you are /really/ wanting to be able to play Scratch projects on your iDevice, here.
