Network manager resistance

I am supporting a UK school ICT teacher who would like to use Scratch but she says,

"I am still having issues with my network manager not wanting
to install Scratch on the network because it gives kids access to the C
drive."

So, what are the potential problems (myths and reality)?
What are the solutions?

However, one thing I would tell the network manager is not to rely on security through obscurity.
