Okay, I wouldn't exactly say I'm the most popular person, but I can give you a few tips.
First of all, check out people's projects and give them good feedback. Make friends with them and start conversations. Overtime, you'll have a lot of friends and they'll check out your projects and maybe even tell others about you. The more friends you have, the more popular become.
Second, put effort into your projects. Make something interesting that'll attract people. Think of it as sort of like an essay hook. The hook grabs the reader's attention and makes them want to read more. In your case, maybe an interesting title would do. I've also heard that making fake "I quit" projects helps.
Third, stay around in the forums often. The forums help a lot of people become well-known. A lot of my friends I met via Scratch forums and I now have a lot of them.
But remember, Scratch is not all about popularity. It's about the fun!

Being friends with people often doesn't work as well, because they aren't exactly 'real' friends(except a few cases), and they can view your projects, but they most likely won't refer you, unless you put effort into it.

PandaGuy gave you a valuable tip! Just remember, though, not to use people to get popular. If you say that you like their project, mean it! If you're going to get friendly with someone, don't stop being nice once you get popular.

Try friending as many people as possible. Then put an effort into your projects. If you have a well made project that has some time and effort put into it, and a whole whack of friends that see your project in the friends section of the front page. They'll totally notice! It would also help to have a reputation as a likable person, and a reputation for having good projects.

You pretty much repeated what I just said, except for the reputation part. That's a good thing to remember. If you have a good reputation, more people will like you and check out your projects.
