Do you mean a comment box in Scratch? That can be found when you right click (unless you're on a mac with it disabled). It should say:
clean up
save picture of scripts
add comment
That's what you want to click. You can move it around or attach it to a specific block. You can also change it's size and if it should be fully displayed or shrunk (the small triangle at the upper left).

Not the script-The place that's free around the script. The striped part, in the Scripts tab, around the scripts.
