Is it possible to make a Scratch file completely executable?

I know that Scratch runs on Java. I also know that HTML embedding is also possible. But is it possible to turn a Scratch game into a program?

Well, scratch actually runs on squeak. The online player runs on java.

But there are converters such as scratch2exe to convert a project into an exe.

Thanks. I knew about the converters, but wasn't so sure about the programs. After all, it is "program"ming.
