It seems to me that anyone can create an "Official Topic." I've found the: Official Moshi Monsters Topic, LSD Dream Emulator: Official Topic, Post Your Servers Here: Official Topic, Lion OSX Official Discussion Thread, Official Garry'sMod topic, Offcial Arguement Thread, Official android topic, and lets not forget the Minecraft Official Topic. Those were only the first page results for searching "Official Topic."
Personally, I think that that's kind of silly. It's not like the (correct me if I'm wrong) Scratch Team creates or approves every single Official Topic.
Why do you think people create Official Topics? What's the most silly Official Topic you've ever seen? Discuss Official Topics here and only hear;)

That's true, but they can also be hard to find, and once you do find them; confusing because there are hundreds of posts. Like most things, they have pros and cons.

I don't really have a problem with creating "official" go-to topics for different subjects. Like Demosthenes said, it helps keep things organized.
My only complaint about these topics is the naming. "Official" implies that the thread is endorsed by the creators of the subject. For example, an "Official" Minecraft topic would suggest that Notch in some way is involved with making the topic. The proper wording is "unofficial" in most cases.

Its called official, because it was someones idea, and official stops other ppl from making one the same.
