ok I find the "please wait 180 seconds to post again" thing and the fact that I can't have a signature yet. at least set the "please wait 180 seconds to post again" to 60 seconds so I don't get so frustrated. And this style looks plain, atleast change it. And why can't we PM eachother? Really this is a really weird and annoying setup for a forumify forum.

The 180 second rule and the fact that you can't have a signature are both because you're a New Scratcher. Those rules were put in place to stop spammers. You can get a 60 second rule and the ability to have a signature by becoming a Scratcher. To do that, just be active. Post on the forums, upload projects, comment on other people's projects.
As far as private messaging goes, it's been suggested a lot, and been answered with a definitive no. Read chapter 6 of this to learn more. Sorry.

how about you add mods/admins on the forums to keep the forum on track and take care of it. That way the scratch crew doesn't have to worry about it as much, Causing these restrictions to become less strict

There are mods already. This page of the Scratch Wiki explains it.

There already are mods and admins on the forums, but the problem is that they can't be here all the time, whereas these restrictions can.
I feel your pain, it must really be annoying to have to wait 3 minutes between posts, but lots of people have had the same restrictions, been active and helpful, and became Scratchers before they even knew it, and I'm sure you can do it too.
Edit: Ahh, ninja'd!

*Raises hand* Mod reporting in. We already have moderators on the forums keeping everything in order, helping out, removing inappropriate stuff and spam, etc.
The New Scratcher status and related restrictions were a result of commercial spammers and trolls that would wreck havoc on the forums with throwaway accounts. Increasing the amount of time between posts and removing certain BBCode priveleges for New Scratchers has greatly reduced the amount of damage that these people can do, making it easier to catch spam and trolling before it gets out of hand.
Be patient and stay active on Scratch and the forums, and you'll be a full Scratcher soon enough. (And trust me, it could be worse. New Scratchers used to have not a 180 second rule, but a 1000 second rule. The New Scratcher restrictions actually have gotten more lax since they were first introduced. ^_^)

look at this forum: http://ee.forumify.com does it look trolled and spammed? No. Even though they have way more freedom on that forum than this and is not spammed and trolled at all. See what I'm getting at? and you only have to wait 30 seconds between posts JSYK.

Would you rather have the forums over run by trolls, haters, and commercial spam? I know that this is frustrating, but there is a good reason.

What if you need help and go to the All About Scratch Forum, but can only post every 3 minutes? Once you get to Scratcher, you get all the freedom (of a scratcher) you want.
If everyone was allowed to be Scratcher from the start, the Scratch fora would be filled with spam, then have to be closed, then reopened after cleaning or restart. Then spammers would come again so the restrictions would be put back again. It's just a waste of time removing the restrictions.
Also, with access to the [img] tag, people might just make random accounts just to post inappropriate images or things, and same thing goes with links.
These things need to happen, so if you want to quit the fora, go ahead. But I'm not encouraging you to. If you become a scratcher you'll probably think "I never should have considered quitting the forums!"

Please don't ragequit the forums. This stuff isn't here just to annoy you.

I had to go through similar restrictions too; almost everyone here.
When I joined, you could get a sig after 15 days, but you had to wait 360 seconds (6 minutes) between posts. And yes, I complained, and eventually I got upgraded too. Just be active and helpful, make some projects, comments, etc, and you'll get it.

It seems bad, yes. But it actually isn't. I became a Scratcher in about 3 days! ^-^

There are mods and admins already. The second rules have been used to prevent spam. The rules saved mods a lot of their time. Before they were enforced, mods had to spend a lot of time deleting and editing posts. If you want to become a Scratcher, you need to be more active- post more forum posts, comment more, add things to your galleries (if you created any), favorite stuff, post more projects, etc. We all used to be New Scratchers. I had a tough time when I was new as well. Before we had a 1000 second rule O_o
TL;DR: I hope these things don't annoy you. We had to put these rules in force because of the troll attacks that happened on the forums. I assure you that you'll become a Scratcher sooner or later. It takes a few days or maybe months (depending on how active you are).
EDIT: OK, even my TL;DR was pretty long...

That forum you linked is quite small. ^^" Scratch didn't have any trolls or restrictions either when it was that size.
Alas, trolling is a problem for all large forums, especially those with little children in them. :3

Just post around the forums and you'll be "upgraded" from "New Scratcher" to "Scratcher" in no time. I got the "Scratcher" rank after just a few days of posting. It usually doesn't take that long.

fine, I'm not leaving, I just find this really annoying

Your post wasn't even long enough to need a TL;DR.

Weell, maybe something shorter would have sufficed: "Don't get annoyed, troll attacks forced these rules which will go away if you're active enough"
EDIT
The trolls go away, or the rules? I guess I was a bit too concise.
