Since the quoting feature is just a BBCode tag, that would be awfully hard to do, especially if you were say, quoting from another thread, as we sometimes do. There's also the consideration that sometimes you want to only quote part of someone's post or just use the quote box for organization. Those roadblocks and exceptions make it hard to support an idea that adds too much rigidity to the quoting feature.
Of course, making it look as though someone said something they didn't is a real problem. If you see someone making false quotes, just report it and the mods or the Scratch Team will take care of it.

or, if you have multiple parts to quote, and you want to add color or numbers.

Not being able to edit quotes would just completely nuke the entire BBCode system.
I don't think it will work. Oh, and learn to use proper grammar.
