Yes, as the title suggests it is theoretically possible to view Scratch projects on the iOS, but due to some limitations (on my device, maybe not yours), I can only see projects <4kb in size, and I have yet to find one so small.
Maybe this will work on the iPod Touch 4th generation and the iPhone 4, but I have an iPod Touch 3rd generation and what I use comes up with some errors.
Because I found a way to view Flash projects on Jailbroken devices long ago, and Scratch released a flash based player, I've decided to make a tutorial on how to get and install the flash player.
DISCLAIMER: USE AT YOUR OWN RISK! THIS WORKED FOR ME, IF YOU DO SOMETHING WRONG IT'S NOT MY FAULT!!
(sorry for getting defensive, but if you have shaky hands (a metaphor, not literally), then don't attempt this.)
Step 1. Jailbreak your device. If your device is NOT jailbroken, then all I can say to you is ... I don't even know what to tell you...
Anyways, this is possible (stably) if your iOS version is less than 4.3. If you are running iOS 4.2.6-4.3.3 then go to http://www.jailbreakme.com IN MobileSafari and follow onscreen instructions. It just doesn't get any easier. If not, then go to the website anyways and click on the link that says "alternate methods" link to see different methods.
Oh and jailbreaking is 100% LEGAL! As sinister as the name sounds, it is NOT illegal, as declared by the Library of Congress. Apple will feed you with statements such as "Attempting to jailbreak your device runs a very, very high risk of 'bricking' your device, which makes it useful for nothing more than a paperweight." This is NOT true, if you follow all of the jailbreak-developers' instructions perfectly.
ALSO, make sure to take an itunes backup of your device.
Step 2. Add the repository that contains "Frash" to Cydia. Open up Cydia, wait for everything to load (important!) and click on the "manage" tab at the bottom
Then, click on Sources
Now, you should see a button called edit on the top right corner (sorry, it got blurred), click it. Then you should see an "add" button. Click it and add the URL of the unblurred repository.
Now, go to the sections tab and look for one called BENM tweaks
Touch it, 
Step 3. Download Frash - Flash for iOS, and install it.
Now you can (try) to look at Scratch projects using Frash! (none work for me, tell me if you can get a project that works)
Frash displays this:
Press the text that says Flash to see whatever's behind it
EDIT: You use MobileSafari to view the projects, as you would normally on a PC. Mine looks different because I have modded it to have a download manager and some other things.

I have used frash in the past before, but as you said the memory limitations are very small, and it can only usually display things like small animations or adverts (in general not in scratch projects) I have never tried displaying scratch projects before though. Good idea!

Yeah, the only thing I can really do is look at ads and very small Flash games.
I posted this because I thought that maybe the fourth generation of iPhones and iPod Touches have more memory so Frash on them works differently.

Yep, it works! I haven't tried it, but my friend has it and I've seen him load 6 mb flash files.

What, something like Abort: food cs9? My freind had the same problem and he reinstalled it and it works fine. Try downloading frash toggle and turning it off and back on.

Hmm.. When I read about Frash it said that it will work on iOS 4.0+. I still downloaded it (I had 3.1.3 back then) and tried to use it and got that same exact error. Reinstalling it or toggling it with SBSettings didn't really change anything.
I ended up just upgrading because I really wanted to be able to look at things in flash in the browser, but all I can really load is advertisements and "Three minutes on the beach", a game from Gamereclaim.

i know its not free but it works better than frash AND you don't have to be jailbroken:
go to the app store and get cloud browse now you can view java and flash on that app
its a pretty good thing to spend 3 dollars on!

I actually got that app when it was free (~1 - 1.5 years ago) and didn't like it very much... The clicking is unreliable and framerate is very bad... Did use it for a while, though.
