how come on THIS account i have an option to close my account, but on my other, i dont?

Maybe becuase it's a New Scrathcer?
Becuase somone is more likely to hack your Scratcher account and close it down then with a new account.

You shouldn't have that option at all, since it was removed a while ago. It may be a glitch.
