Yes, you can have an animated signature if you add a direct link to a .gif image.
To get a signature you need to be a full Scratcher, which you get by being active on the forums and main site. There is no defined number of posts you need to become one, it depends on rate you're posting, comments you make, projects you upload, things like that.
