I've been thinking about buying photoshop but it looks like it's mostly used for editing photo's and not really drawing. What do people use to draw pictures from scratch? (No pun intended

Yes, you are missing a drawing tablet. You can't get very good DRAWINGS without it. Otherwise, you use pixel art, lines, curves, etc.

Well paint.NET is good for beginners I guess. I think that Gimp is really bad and hard to use.

If you scan your art then use paths for line art its as easy as oatmeal cookies.
