scratchers deleting their comments on other projects or galleries.
if the person who made the project or gallery quit, u cant delete the comment.

Yes, but even if people haven't quit? I believe this was suggested before, but the problem was that a Scratcher could leave a mean or hurtful comment and then delete it before the Scratch Team saw it and took care of it.
And really, there isn't a sure way to know if someone has quit- unless their account is deleted and by then the comment is gone as well.

well yes bcuz what if someone says a bad word? or they type a comment that they think might hurt the scratcher's feelings?

That's odd, considering you can delete your posts in the forums 
Though yeah there's a big difference between posts and comments.

then the best advice would be to think before you comment 
Also, the site has a filter for bad words so you can't post a comment with selected words or soundalikes.
