Hi! Welcome to Scratch!
I'm not sure of the exact size limit, but if you give me the image you're trying to upload i may be able to alter the file size.
When making an icon, It should be a minimum of 50 x 50 pixels to a maximum of 200 x 200 pixels. Also, another variable is the jpeg quality. There are many things that influence a file's size. Hope i helped!

100 x 100 usually works well but compression can alter the result.
