Maybe this is because Scratch is english and the website is English, Mandarin people can never find it because they never look for English (by default) websites. Really, Scratch ought to go for a few advertisements (not TV or Radio, but maybe one or two banners on reasonably well-known sites). I know it's kind of a stretch because it is an orginization, but...
