Is there anyway you could play scratch games without opening it with the scratch program?

Besides playing the game in the online player or in the Scratch program, no. You can only open Scratch projects in Scratch.

You could try the Experimental Viewer.  Go to this page, and click "Opt In".  Now a tab will appear to the right of each project above the notes, asking to run the project in the Experimental Viewer.  Click that and the project will open in a new window.

It requires no download, and the project is run on your web browser.
