Herobrine, because people had videos with him in them...
Whether they were real or not, I really liked the thought of herobrine being in the game. It added a cool, yet mysterious element to the game. I liked mystery in my games, because searching for something rare is always fun.

Sorry to say, but it is not, because the rest of herobrines body is not visible under the water, while a normal human mob is able to be partially seen underwater.
