Scratch is not intended to be a sound editor. While I agree that Scratch should have better support for playing sounds, such as better mp3 support and more control over what sounds are playing, I do not think this is a good idea. Scratch can't be everything; it provides a minimal sprite editor so you can draw your own sprites (a necessity) but for other things, you need to use other programs. Sound is not essential to a project, and the time it would take to make even an absolute barebones sound editor wouldn't be worth it. If you want to edit sounds, you should use a third-party editor like Audacity.
