To answer your question, no, why would it be illegal? Some people might say it's annoying but it isn't really against the law.

Yes, you could do it. Some people may not do it, depending on who you ask, but it's still allowed.

Well, it's technically not against the law (you won't be in trouble with your government for doing so), but, in terms of the Scratch website, it is unethical since it's a form of cheating and such practices are generally discouraged by the Scratch Team. I suggest not doing it.
