pictures
in order to create a link to a picture that i want as my sig. or user picture, do i need to have a webpage? or do i? anybody that knows how please tell me.

Just upload it to an imagehosting site, but please not imagechack. I liked freeimagehosting.net, and weebly.com can work too. 
BTW, I think this should go in Misc or at least AAS.
