It is quite simple on most androids, all you have to do is use the test Flash Player.

I used to LOVE the flash player on Android, but my Droid broke.
Now all the Scratch team needs to do is add a smaller experimental viewer with a paint editor. Then I will love Scratch forever <3

Yes. It is based on StarLogo-TNG indeed (on its opensource "codeblocks" library)

There isn't an android scratch app, however you can play scratch games if you have the internet, just use the flash player or experimental viewer.

Since Google has created an app-creating tool based off Scratch (they even said it!!1), then I see no problem with a Scratch Viewer for android phones...or a creator for tablets!
But yeah, there's also the Flash player, but did you know that not all Android devices support flash?
