gifs are not

Well, it depends on the Scratch project.
If the scratch project is interactive, there's no way to create a GIF since, well, as everyone else has said, GIF animations are not interactive.
If the project is just an animation, though, you could try exporting all the images in the Scratch project and using some kind of GIF creating software (such as GIMP, for example) to create a GIF animation. 
Everything is better when you add a little cheddar, because when you have cheese your life is at ease
