Hey guys! Seeing as Scratch 2.0 is getting well underway, I offered to help with some UI design layout and graphic design ideas... Just wanted to ask your opinions on a layout idea I had:

Your first diagram is sort of inconvenient. Because if your block palette opens up if you hover over the scripting area, you go to the block palette it will disappear because the block palette is not in the scripting area it is in the project area. But if the diagram works in a different function...

Yes and no. Projects started in Scratch 2.0 will use a .sb2 file but scratch will still be able to open .sb files and will probably convert them to .sb2.
There's no confirmation about SB2.
