First, find the image you will use for the icon. Copy this image onto the clipboard with command-c. Now, click on Scratch (or the file whose icon you want to change). RIght click, and then click 'get info'. You can also press command-i. A dialog box should come up, and at the top should be the current icon of the file. Select this icon by clicking on it, then paste the image onto it with command-v. The file's icon should change. Voilá! Your program's icon has changed!

Do you have instructions for windows 7? I know one way that doesn't always work. How do you do this on Windows? Anyone?

I assume it works on Snow Leopard; I believe I run it. And you will need to select the file/program either in Finder, or on the Desktop.

Well there are tons of customization applications for windows ! u will be amazed how much u can customize your own windows , but changing icon of an application is pretty easy
if u want to follow the dock way suggested above you can install RocketDock or ObjectDOCK for windows and follow same steps as he told!
or to change the desktop icon ::

That changes the icon of the folder, not the exe. I know how to do that.
