So you can edit posts. When you edit them you can do it as many times as you want and you have no wait time! You don't have to wait 60 seconds!

It isn't a glitch, it's because you've become a Scratcher now! Once you become a Scratcher, you can edit your posts.

You just can't make multiple posts so you can't post in multiple threads at once. If you could do that then spammers could overrun the place. But you can edit a post you've made as much as you want.

Because, one post being edit 2,000 times will not change much.

They are fine with you editing your post, in fact they don't mind you posting before 60 seconds is up! They just don't want you to spam a bunch. (e.g. you posting random letters over and over again to make the website crash) There are people who if they took the wait off WOULD spam! This is why the rule is there. Not that they don't want you posting regularly.
