I think that, like in Scratch 1.4, you should be able click and drag custom blocks from one sprite to another, just like you can allready do with costumes and sounds on version 1.4.
A cistom block I would use is <if(<( wait <=> 3 )>)>

Instead of adding blocks, why not have a feature called "condense and upload scripts" that, when selected, would let you select, condense (make into one,) name, and upload a script as a single block! This would have another section of the website.

Have it so you can post your block for people to put in the block folder. Lets say there is a block I want but I dont feel like coding it, someone else could post the block and we could download it.!

well, not a block FOLDER, so much as a block tab on scratch called "user made" that accesses the internet. you can search and use blocks from directly within scratch!

A variable is only being used for one project, but anything I'm bothering to make a block I probably want to keep, making it local to a single sprite means that's the only one I have a use for it, so making them local isn't very practical.

Maybe you have two different blocks in two different sprites, with the same name and input slots, but with different scripts. Then a global block could (if they make this work right) invoke that block-name and get whichever script is appropriate for the sprite that's using it.

That is so awesome. One of the big positives about this is making huge complicated scripts easier to understand. It will also reduce lag in the scratch enviroment.
