No. It was a charmander LV. 1 when I got it. I've trained it to Level 60 if that interests you any.

...just got traded a Samurott from some Japanese person. They apparently got it from some other noob. Oh well, I'm breeding for egg moves now. 
I traded a Lunatone for it...which held a Moon Stone.

Actually, using a Lucky Egg and fighting Audinos on the route right above Black City/White Forest on a Level 1 Pokemon, you can train from Lv1 to Lv50 in an hour.
Once they hit around Lv45, they can fight Audinos singlehandedly.
That's how I do my training.
