I think you might be missing the point a bit- the bank is purely for currency (diamond, gold, iron, lapis, coal) exchange. What we're voting on is making it so that only they have a set worth so shops can work more easily. Think of it like ten dollar bills being diamonds, 1 dollar bills being gold, fifty cent pieces being iron, and coal being like a nickel. We're only making it so they can be used to buy stuff more easily.
We aren't talking about just getting free things or taxes, either- I totally don't agree with either of those things. Instead, we're building a bit more on the above idea (ores being currency) and saying you can trade four quarters for one dollar, or 4 coal for 1 iron (or whatever the coal:iron ratio is
). Follow me so far? But where will that 1 iron that you're trading for come from? You! You're allowing your ores to be traded, and for the trouble you're going through, you charge a fee of 1 coal/iron/whatever (the fee will be decided previously though, so it'll have a set rate).

But that's why we're adding set values to the ores. With the value we've set, I believe it takes 40 or so iron to get one diamond.
