This should go under 'All About Scratch', as it's not particularly advanced.
If by 'chat bar' you mean the speech bubble, then use the [say [ ]] block instead of the [say [ ] for ( ) secs] to make the speech bubble show continuously instead of going away.
You can show an image in a post by typing this:
[img]image_url[/img]
replace the 'image_url' with the url of the image.

You can take a screen capture of the input bar in scratch and make that a sprite. Position it exactly where the input bar normally goes. Making it look like it never goes away.
