Yes.
But in extremer cases, the Scratch Team may find the need to ban someone from all parts of the website, though they may have just done wrong on one section.
For example, I knew a Scratcher who was banned from the main website and forums for about a month (She wasn't, however, banned from the Text-Based Games in that time) though she had hardly ever used the main site, and had only broken the Terms of Use on the forums, supposedly.
But, if they have done something to be banned on one part, they've done something to be banned from all of the parts.
According to the Scratch Team, that is.

Question - Will we be able to download the .swf file? Sorry, I'm too poor to afford flash still. Though I think Adobe would not approve of making flash games using a free program that still has enough to make a complex game XD

For me, (though I am using a bad computer) it's very slow. But whenever I want to play scratch project on my Ubuntu PC (my stupid computer that has crashed millions of times), I have to download it since the process to install java on linux is such a hassle (and because it would amount to nothing, since it's just gonna crash again). But now, when I use that computer, all I have to do is download flash!

Yeah the flash version is so much better than the java cuz the java was slow and messed up a lot
I also have Ubuntu and it was hard to install java and I couldnt increase the heap load size so it was really slow i had to download everything.

The new flash player seems pretty similar to the Java player. I could barely even notice the differences, but I do have 1 compliment and 1 complaint about it.
The video and sound quality are a lot better. The image is clearer and larger images don't blur up anymore. Also the sound and video don't freeze up everytime I leave the page or load something else up which is a big help actually.
My complaint is that the new player could pretty much screw up all the existing projects so far. I noticed that not only is the timing much different from the Java player (which totally screws up time oriented projects) but a lot of unexplainable glitches start happening. I was playing this one game in the flash player and my character just started floating up towards the top of the screen. I don't know how that happened because the game worked fine in the Java player.
