Limitations.
Your project can't be older than 3 days. This allows for popular users to upload, get on in 3 hours and get even more noticed, while it might take any other Scratcher weeks to get on. The 4 day rule is not helping the front page.
The 10 day for Top-Loved? Love-it's are so much harder to come by that it may be a month before an average Scratcher get's there. But by using the 3 day rule to their advantage, a popular Scratcher may upload, get top-viewed, and by the time the four days is up, the project is still eligible for Top Loved.
Sadly, there is no perfect solution, because lengthening the limitations would allow popular users to dominate longer periods of time, and they may have so many views, a would be eligible average Scratcher is booted for their entire time.
Maybe some type of point system?
You get so many points per front page, and once you have fifty(?) points, you cannot get front-paged for 1(?) month.
That way, people with less points, will get a chance, while people with over 50 points have to wait.
