What is SecurityTool?
SecurityTool is a fake antivirus tool that was probably downloaded on your PC when you downloaded something. It says you have a virus, when you don't.
It says you must pay to get rid of these fake viruses, so basically, you're gonna pay to g rid of a fake virus.
What are the effects of SecurityTool?
You might not be able to open any program, until you get rid of it.
It also doesn't let you open ANY real antivirus software to get rid of it.
How do I get rid of it?
Get on another internet accessable device.
Go to Google and search, "How to removeSecurityTool".
It's a widely known virus, so you should find a good guide.

I had to return my computer to its factory fromat to fix something like that once. But it wasnt too bad a loss, nothing useful on comp and gave me a cleaner organized start.

Yes, Security Tool. I have two samples of it (none for you), and a few variants (still none for you). I tried it out & removed it from my VM before.
I created a project about Rogue Antivirus Software a while back.
Also, Security Tool is not the only rogue that blocks programs. Just about any rogue will try to terminate programs to prevent removal.
