Actually, it's more like commercial spammers try to disguise their spam as something good (like charity, or education websites, for example).
Some SEO spammers are paid to spam sites. Other times, they try to take advantage of the website's page rank (Scratch is an .edu website and has a high page rank, so any links that appear on Scratch will be picked up by Google, making them appear closer to the top of a search in a Google search). It's usually either one of the two, I have never seen a commercial spammer spamming to promote a good cause.

Ooh, we get those too here on Scratch (Those black hat spammers are notorious). I've seen sites in Polish, French, Thai, Russian, Italian, and Chinese. (I wonder if there are even more foreign language spam sites that have been put here on Scratch...)
