Yeah, that's what I was thinking of. And I was also imagining crossing the borders for too long encourage war. Which would make sense, since it would look suspicious having someone walking along in their town. And if there were roads connecting the towns, there should be a highway with a town to the side of it, so you don't need to go through the town to go along. And you wouldn't want to go away from roads, because at night there would be monsters and stuff in the forests/fields/whatever to the sides of it. And anyway, roads are faster, none of them bumps and trees and wandering chickens.

Yes, they can. Actually, nations can have wars. Also, I think that I like Towny, and will use it instead of Factions.

Temp. Deathban is great, since it would discourage fighting too much. And we'd need to make sure you can't teleport instantly. Also, there's some plugin which means if a player hits you and you log off within a few seconds of that then you die or something.

Actually, deathban will sometimes encourage fighting/trolling/griefing, because then someone knows that if they kill you that you are banned for a while.  People will use that to their benefit.  Yes, it is a whitelist, but whitelist doesn't exactly mean everything will go well.  And, if you've seen Team aVo's videos on the hardcore reddit server, you know what I'm talking about.

What might be a better solution is to charge a price for being killed;  maybe it can also charge different prices for different ways of being killed.

(Being made solely with Creative-mode flatland, cheats on in 1.3 Pre. No WorldEdit, other mods, or directly taking content from other maps. Though I will use ideas like Extreme Grass Growing and Spleef)
