Hey there Driftking!
A useful place to look at is the Support Page To learn about the basics of Scratch
Yeah, new Scratchers have to wait 360 seconds between posts, It does seem like a bit of a pain but I believe this was put in to stop people spamming the forums. Even Scratchers have to wait for 60 seconds
