No, you just simply not ever come back to Scratch again. NO button, no contract, nada. Hope this helps and hope ya don't quit either.

Though if you want your account deleted so no one can look at your projects and such, just e-mail the Scratch Team and they'll delete it for you
You will have to confirm with them that you own the account you want deleted, or there'll be problems xD

Actually, about 75% of them post "I Quit" then everybody's interested, then he comes with "Okay, you convinced me to come back" and because of his "I Quit" project, instant fame.
Luckily, not many fell for it and the regular forum and scratch members started a sort of secret campaign to stop it, by publicly denouncing it and warning people not to fall for it. A few also made sacarstic or cynical remarks in the "I Quit" project/thread.
