I think Scratch needs to support other characters in Character Map. Go to Start, All Programs, Accessories, System Tools, Character Map or your computer's equivalent to see some more available characters. I was about to make a Scratch project to teach the Cyrillic alphabet, but when I copied the alphabet, I saw question marks! Could this problem be resolved in a future version of Scratch?
